My Grand Vit's speedo reads 30 mph and my GPS reads 25 MPH which is correct?

My Rover Reads 30 and the GPS reads 27.

are GPS on Android Phones any good at determining speed?

I would go with the GPS reading every time as it will be more accurate. Speedos are legally allowed to report a speed 10% faster than what you are actually doing but this is on new standard tyres. This means any changes over standard can see the speedo reading even more incorrectly. The important thing is that your speedo should never read less than the actual speed you are travelling at.
